• Contributor rights to a subscription or a resource group

For Azure Active Directory authentication

• Permissions to create an Azure App registration.
• • If Azure Active Directory permissions are default, a user can register the app.
• • If Azure Active Directory permissions are customized, an admin is required to grant an admin consent
